But attacking midfielder Musonda, 21, is frustrated by the lack of opportunities at Chelsea after just four appearances this season, including two in the League Cup.
Unless they recruit well, Chelsea may be reluctant to let Musonda leave, although he got himself into trouble last month with an Instagram post which revealed his annoyance at a lack of game time.
Arsenal are believed to have been sounded out about the Belgium Under-21 international but they believe they have got enough emerging quality and highly-rated Reiss Nelson, 17, coming through.
